Why would an organization target an orphanage though? It does seem more plausible, however. I have a hard time person killed all those people in such a short amount of time that no one was able to escape.

i this theory a lot and it being a political one also seems possible, they suddenly showed us a political campaign scene out of the blue and the author won't just put it there w/o any purpose
maybe one of the adults in the orphanage had to do something w that or maybe it was just used to create an uproar so that they can bury some other scandals that was happening at that time
yep!! exactly what i was thinking. a lot of times in stories like this they don't just randomly put fillers (the political shenanigan) to make the scene complete. i also think that the directors of the orphanage has definitely have something to do with the whole scene. why did they just randomly appear in front of chan when he was going home right? it was like they really just know what was going to happen, or they knew that chan was getting close to hanhoo therefore if they gravely touch chan they will suffer huge consequences bcz of hanhoo.
... another theory that i have is that the entire August thing is just a stage and those political party would miraculously find and put *august* behind the bars, so they could be painted as heroes and win the election. <333
