Since the brothers are MLs, they are automatically candidates for the main love interest. BUT even if it was both implicitly & explicitly stated in the novel that the brothers did had feelings for Penelope, Penelope never saw them as "targets" so the author technically never shipped them.

Does the author ship the siblings?! is it only me that think the author is showing ml and fl scenes where there are bubbles and blushing.
I don't ship the siblings btw I just notice how weird it is.
