Maybe bc he's got that power of persuasion. Like the dude has something to offer bc he did become a very important character in the former biggest gang. And a lot of these guys were at the big fight and literally watched him get the crap beat out of him, shot and not back down so he's got some coolness points ig. But, fr someone should have taught him some basic moves for a fight by now
I think, since they were 1st gen black dragon with Mikey's brother and since he couldn't fight either but was able to bring all those strong people around him, maybe the nostalgia made them want to have him or smth? Maybe they want to help out Mikey as well?

Ive been thinking about this too everyone was willing to scout Takemichi because remember Mikey told him that he was like his brother who passed away...maybe they saw some potential like Mikey's brother from the past to him...if not maybe they are willing to scout Takemichi because they want Mikey to their group like they are using Takemichi for them to force Mikey to Join the Gang to make it strongerΣ( ￣□￣||)
