Pretty much, people in power lack the sympathy for weaker people because they don't relate to them hence making it easier to hurt them. The stronger you are the more you think nothing can stop you and your morals become hazy. They don't even think what they're doing is bad...
Do people just wake up and go "What a beautiful day to be strong, I'm gonna be a piece of shit and bully the weak because I don't have a life :)"
