idk maybe the queen dowager still has a lot of nobles siding with her, so unless they have solid evidence, they can’t really recklessly exterminate her. the fact that arsene killed the previous emperor is quite a flaw to their image too,so if they get rid of the queen dowager, the people are gonna think the emperor is a tyrant and some nobles might take it as an opportunity to revolt against the palace or something
