Aren't you fallowing the story? He is gay but he faces a lot pressure from his family and he obviously cannot go and marry a man so he proposes to Chloe as a form of contract. He gets to get rid of the guilt and pressure from marrying a women and she gets be freed from slavery, free to pursue her dreams.
It's so he doesn't have to worry about being pressured to marry a woman that he's not comfortable with and won't judge him for being gay. It will also stop his parents from bothering him about it.
