Well...the black tortoise and snake were supposed to be one person initially and were supposed to have a single chosen one for both of them like cojoined twins or something. But the previous azure dragon (black one) was fired so someone had to fill in and only Nagi could do that. So Hao and Nagi seperated to become two seperate sacred beasts but Hao wanted Nagi back, since they couldn't go back to being one entity again Hao decided to marry Nagi to be one as partners instead. I explained whatever I understood, I hope I was clear.
basically they were born as 1 and then they had to be separated because the black dragon got fired and someone needed to fill his spot-
the only option was nagi aka the blue dragon.
im also assuming that all the beast are born from the same creator so that is how those two were '1 entity' as they were born at the same time with the other 2

before that tortoise and blue dragon spent all their time together and tortoise fell in love.
nagi loved hao too but not in the same way since they got separated.
when they got separated that's when they got their chosen ones and that's when
tortoise started hating them too.
because it was because chosen ones that they had to be separated.
so then hao spent his time obsessing over what they used to have and wanting it back
until he realized that kotane (or whatever) really loved nagi
so he decided to back off but he still loves him
Idk if this is the right explanation but hoa is a turtle and nagi Is a snake. You all saw the part where kotone imagines the 3p between him and nagi and hoa. Hoa and nagi were like black tortoise. Nagi as a snake wrapped around hoa as turtle. That's how I see the relationship between hoa and nagi.
