From what I've understood that person is not actually the actual brother, but had been taken over by an ancestor (the one the ML interacted with), I could be wrong.
that's also where i'm confused, but it also kinda shows in the story that there are two people in one body (wc is anastacius' body) so, yea im kinda hoping that anastacius was really alive and was just taken over by the other late emperor
