    Apparently without balls you can still produce semen, however the semen doesn't contain sperm as sperm is made from the balls but semen isn't.

    If the castration was via the testes, yes he can still "cum". He just won't produce sperm cells. What he'll ejaculate is still referred to as semen. Sperm is not semen. There is the prostate gland, the Cowper's gland, and the Seminal vesicles which all produce alkaline fluid and mucus. This is what his semen will compose of.
