As a female heir, Blanche would probably go with her because custody to this very day still is biased toward leaving the child with the woman, even if the woman is a shit caretaker.

She's not Blanche's blood related mother. And queens are also treated as political tools historically. OG Abigail was sent to the King's country precisely because she was supposed to produce an heir but she didn't because she didn't give birth.
