Originally, Hao and Nagi are siblings so to speak. The Black Tortoise (in legend) is actually two beings: a snake and a tortoise. But because the Asure Dragon neglected his duty, he was fired from being a sacred beast, forcing the Gods to find a substitute Sacred Dragon. Since Nagi (being the snake part of the Black Tortoise) is already a sacred beast, the forcibly separated Nagi and Hao. Hao became a lone Black Tortoise while Nagi had to evolve from a snake to a dragon.
Hao and Nagi do love each other, but it's more because they were one entity that got separated.

Hard to say bc the mangaka didn't delve too far into their relationship, but the way I see it, Nagi and Hao's "love" is more about dependency.
From what little I saw of Hao's flashback, he also loved his chosen one, but that love turned into bitterness when his chosen one left.
