I feel like a lot of people misunderstand the seme. It'd be really easy for him to take advantage of the uke since he's so innocent and rather dumb, but he's always directing the conversation in a way to make the uke understand his own feelings and voice what he wants. Also, what's wrong with starting a relationship even though your feelings aren't equal to each other? Sounds like a lot of you don't actually have much romantic experience. Takara is interested, but he wants to get to know the uke better first under a romantic premise, not a kouhai/senpai one. There's nothing wrong with that.
