Technically, if I recall correctly, Chi-Hwan turned back to being a human cause Sooin's blood was poisonous for vampires, meaning they would go back to their original state.
A link is an human who was bitten by a vampire, the link will live forever as the vampire, giving them their blood (which also brings relief to the link)
