the citizens are all souls and technically dead right? And now they can have kids?! create life?!?

    IKR? I'm still wondering what does it mean when Ukitake's tomb was shown, like, dude, he's a soul?(same with Rukia's first captain or vice captain) Why is he more dead than death? Where do dead people go when they die? (⊙…⊙ ) I'm really confused xD

    Ok. from the beginning they said that only those with high reitsu could have children. I think it is obvious that the ranking nobles have a valued lineage. Rukia's adoption being outside the norm.
    As for what has when someone from soul society dies, they are born in the real world. When some one dies here they go to soul society and the wheel turns so to speak.
    You would need the occasional birth in soul society to balance the lives that were ended by the Quincy, who instead of cleansing a soul of a hollow ended its exsistece. Which created an imbalance and started a war.
