Well, first of all, we don't know if Rand actually meant a family with children and marriage, since Stefan did ask what kind of family he meant and he said, they came in all shapes and sizes. So it rather sounded like Stefan wanted to make sure and Rand reassured him in kind.
Second: Yes, Rand was being an asshole the first time they met and they just build up a relationship constiting of fights after that. But the real problem was that first meeting. He already apologized and it was an actual apology, so I don't know what your problem is. Because someone says something wrong a long time ago, you shouldn't hold that against them for their whole fucking lives - not to mention when they were young and stupid back then. But opinions are allowed to change after many years, even if the people involved weren't young before.
And last but not least: It was already made clear that Stefan had a thing for Rand all along. So maybe all the other guys he had short flings with, weren't meant for eternity in his head. Maybe he would be fine with a family, when it's Rand he can have it with. He doesn't owe anything to that other person, since he drew a clear line when he realized their future plans didn't match up, which is fair in this situation. If he can see himself having that kind of family with another man, so be it. There's absolutely nothing wrong with that.
PS: Oh yeah, but that thing with Charlotte was pretty much what I was thinking xDD Like, didn't she drink like a champ just a while ago?
