Sunwoo (the nurse) have known about Huilin's shenanigans ever since. She knows just how confident (and obsessed) Huilin is. She won't even stop at any lengths to keep Jaehee away from Sulhwa.

She's the one who wants Jaehee to stay the way she is when the girl really wants to improve by her own. If Jaehee remains with Huilin, they aren't going to fix themselves properly. Why? Because at the very least, Jaehee still showed a bit of character development. While Huilin, on the other hand, is still the same, not a bit of improvement towards Jaehee. She still thinks that Jaehee is too easy and will soon come back to her which might be true. The sending of the gown is intentional, she's trying to create a line between Sulhwa and Jaehee and Huilin knows just how to provoke and manipulate both of their emotions.
