He does but not enough for a relationship, he knows the responsibility he has as a person who reincarnated into a body that is the same age as Tess. Thats why he told her that if she can wait for a few years then thats when they’ll start dating, yes arthur is mentally old but he is still a minor rn, its not all that bad he gets plus points for knowing to not cross the line.

Given that, she's mentally over 1000 years old but it's normal for her to be in a relationship being that she's in a 23 year old's body.
