they're saying that if the queen wanted imperial power, her attention and plots would be the king and place her son in his position but that isn't the case. The queen is targeting MC instead, who isn't really seen as a political figure. They find it unusual since they're not really sure about the queen's motive.
They were discussing the inheritance of the throne, in a normal case the older brother would become the next king right? So if the queen only wanted the throne she wouldn't have competed with the princess or made all that fuss about her because her son is already the legitimate heir to the thron, so by doing exactly that she made herself suspicious and now they think that the queen definitely has some other motive.
It's really not that complicated, just read the dialogue carefully and you'll understand.
It makes me wonder if she actuallykilled mc mom for political reasons - like we assumed she did to ensure her children rose to the throne and mc didn't become an opponent. But as you explained to me, at this pt, she would be targeting the king, not mc. So something else could be the reason for the assassinations
