ngl I feel like the chief of the chekrihol federation either means to suggest herself as queen, or to suggest wolfgang to marry shin. There could be multiple different reasons behind each choice but I feel like those are the two possible directions, seeing as how she implied that the first two goals must both be achieved by whatever she was going to list third. So it could made sense for either shin or herself to marry wolfgang.
