So the uke wanted to give the seme and his coworkers a free meal bc the gangsters have been backing off bc of the seme and his coworkers. But the seme said that he has a job and is a civil servant so he has money. In order to meet the uke halfway the seme said that the uke can give a discount but the discount can’t be more than $30 bc the seme is a civil servant. So the uke only charged the seme $29 even though it should have been way more and that is why the seme is laughing bc the uke did give him a huge discount at the end
