I think they mentioned that she's her daughter, so yeah
It was already pretty much implied that she is the daughter of the grans sorceress. So yes, not just maybe. She already is, not just could. XD

Maybe, just maybe, she COULD be the Grand Sorceress’ heir. Thinking that the “sorceress” visited the land (idk elf land) 24 years ago, and Cecile is currently 24 years old. So, I think, the Grand Sorceress tried to avoid Cecile’s death (over and over again, bc the mother dragon knew and read that Cecile died again and again, and knew that this is the “LAST” Cecile per se) by finding a solution on how to remove (?) the blood of Euphadian smTH since I think that Cecile’s cause of death was always bc of Estian’s rage. Idk, I may be wrong
