
I just rechecked the past 3 chapters, and yes she seems to be an imperial concubine. I'm just confused because calling her an imperial concubine then later calling her lady hee means 2 different positions in ancient chinese and ancient korean concubinage system. A 'lady' has the same job as the maids taking care of the higher level concubines and her position is 6-7th in ranking of the 8 tier concubine system, and an imperial concubine is 2nd highest rank next to empress.
also, she does have royal blood. her father is the prime minister. I'm now wondering if the emperor does not have an empress because that would be weird, but if he does, I'm waiting for her appearance in the story.
