Arima had no intentions of killing Kaneki only because he wanted Kaneki to kill him. That is the only reason he brought him up. Since Kaneki wouldn't do it, Arima just said "forget it" and killed himself, because he was tired of killing others.

Takatsuki probably didn't know right? That Arima loves Kaneki. That's why Kaneki win against him. He probably can't make himself kill his precious son whom he raised with so much care and treasure. Arima kill himself. Kaneki can't kill Arima too. Kaneki have no attention to kill him. How could he kill someone that's like a father figure to him?
When I read it again and again, I come to think that Kaneki in a way become Arime weakness. Arima obviously has some soft spot for him.
