Don't forget that he can heal, lend power of other deities/creatures/spirits etc for example was kitsune's power. And when Sougen & Shinoda are talking about manipulating wind, you can assume he can do that.
There are a lot of deities in Japanese mythology.
Maybe he's not a monster- I mean he's buddhist monk with supernatural powers, maybe is some type of God. Chapter 3 showed a glimpse of his power.
***Sou&Shinoda talk: it was a bit hard to understand in chapter 3, why Sougen told to Shinoda how kitsune's way of using his power is more amazing than using wind. It made me wonder then what power(s) Sou has, that Shinoda has used?!

Some places in some chapters left me a bit confused because of the translation, I think some word were left out accidentally, it happens.
Then again Shinoda says to Sou, that with ears & tails, he looked familiar to him.
