No you don't need a certificate or anything. You can join a scanlation group or you can individually do the translation and type-setting and other stuff. In fact many scanlation teams look for people to translate a Manga into another language. Most groups allow fan translations in other languages provided you aske them for the Raws first.

Thanks both of you for the info. Sorry but I have more questions. ┗( T﹏T )┛ If I were to pick a manga to translate then would I HAVE to ask the group who is already translating it in English or the ones who have translated it in Spanish since I'm basing it off of them? And if I did have to then how do I get in contact with them? Also would I simply just submit it to mangago or would have to post it some place else? I would rather do this individually(⌒▽⌒) Sorry for asking so many questions.
So I can read Spanish and translate it into English so I was wondering if I could actually translate some of the mangas on here but do I need like a certification or something.
