i think it's because older katsuki didn't show signs of having romantic feelings for shoto as a minor. in the 2nd story he did see him in a romantic light but that was once he was actually an adult (since 1st story was in shoto's POV i think we can safely assume it was just a one sided crush on an older person you admire. like how children have crushes on lifegaurds, babysitters, tutors, etc. but those feelings are NOT RECIPROCATED!!) so that's alright, the last two are just straight up nasty. older shoto is a predator
