I don't think it's just a Japanese thing I think some people just get bullied and some don't. When I was still in school, I was ridiculed for my hair and I'm an American, but I do admit it's common in manga.
while its true that some places in japan dont like foreigners, most of them are fine with it, even think that its pretty. so bullying because of hair doesnt really happen that often
yeah I mean kids are surely stupid and I know they can easily make fun of someone because this person is standing out but.. really.. curly hair..?? idk it's just funny how some mangas have a whole plot around that like it's some serious shit pfff

like seeing this person passing through the corridors and saying to your friends 'omg he has curly hair' for years !! ahahah because yeah they know him already so why they keep talking about that ahahah who cares
I dunno if it's a thing in Japan but here in the Philippines kids tend to tease people with curly hair with a saying that goes "Basta kulot, salot!" Which kinda means like "If you're curly, you're a nuisance/plague/horrible" or something like that.
