basically (from what i understood) black haired guy is not actually a cop. i THINK he was a criminal that was like brainwashed or the cops memories were transferred to him. in short he wasnt a cop, and the white haired guy knew and was reporting to his boss (we havent met them yet i think) about it. someone explained it way better in the comments the other day but i hope it helped at least a little
