Yes they are not related, but there's one thing you might've be confused with, the fl wasn't born weak, the mother abandoned her motherly duties because she thought Fl didn't have the power of light that runs in the family. Plus she despised the fl's red eyes because blue eyes were common in that family. Also, fl was kidnapped so the mother didn't do anything to rescued her, Dietrich's mom saved her from the knights who wanted her dead and in the process Dietrich mom died saving fl, but everyone thought Dietrich mom died upon giving birth to her.

Dietrich always knew she wasn't his sister tho and so did she. He just never cared to ask who she actually was since he was using her as a sacrifice anw. And imo they didn't really live like siblings either. They barely saw eachother and when they did Dietrich was always rude and dismissive of Anisa. It's like they lived separate lives (Dietrich was always alone and Anisa was raised by that one maid). It's not like they ate/played together and were raised by the same parents.
