I personally think that Onodera was confessing her feelings for Raku because she felt that she'd lost against Chitoge, but if she'd confessed after Raku and Chitoge (supposedly) got together, it would have been seen as even more disrespectful. Onodera may not have been the most tactful when confessing but I think she needed to let her feelings out no matter how unconventional may it be.

The thing about that is that she ASSUMED he choose Chitoge even after realizing that she and Raku had mutual feelings. This is just too much.
