Damn. This aint yaoi or some kind of NONSENSE relationship where sex, flirting, and kissing is the plot. Shin is literally considering not only their relationship but the fact that they started a coup to end the last reign just so Wolfgang can be king and change the kingdom for the better. Wolfgang is a LITERAL King who will HAVE to have children in the future, Shin knows that. He's not AVOIDING Wolfgang just because, and he DOESN'T want to avoid Wolfgang... it's just the difference in their positions as a Minister and Sovereign. If you can't read and understand what is going on while frantically searching for pages that only have them flirting, this isn't the story for you. Their LOVE isn't going to save the kingdom like all those other stories.
