Most of that can be translated by copy and paste ino google translator, or by using an app which uses the camera of your phone. It will translate the text that comes into focus.

That way you can create an account and buy coins (or whatever they are called on bomtoon) to buy chapters. You'd have to use Paypal for this most likely (it's one of the options for payment, though it's not among those provided when opening the buying-tool right away). They don't seem to accept foreign creditcards though.

Yup I did the same thing as Lucullus wrote. Its pretty straightforward and a lot cheaper since its in Korean Won
