I think they are playing a tag of feelings. Both don't want to admit their feelings, maybe mainly because of pride. Their pride as a man, their pride as a person. They clearly had feelings for each other. Even the viewers can see that. It's just that they are being careful, I think that the situation is too much for them, the changes, the feelings and the sudden realizations.

Clearly Jung admitted the feelings he has for Yoon, but only to himself. He can't say that yet. He is being careful, he don't want to make the situation worst by committing another mistake. It was clearly seen as he was about to avoid in the kissing scene. (Yet he misses Yoon too much).

As for Director Yoon, we aren't sure to his intentions yet considering all that happened. But it was clearly "something" when he told Jung that his actions were for compensation. He is not naive and not blind that Jung would not waste his time and effort for something that is 50/50 gain or ruin. But let's just hope he is waking up to his feelings too, and realizing Jung's feelings.

It maybe best for them to communicate, but I don't think either party is ready for that just yet.

    You're right ┗( T﹏T )┛ as much as I want them to communicate and confess, both of them still don't trust each other and being careful because of their past.

    Yes as much we as readers want to get on with it and force them to talk. It will never lead to any good considering their both in unstable situation as of now
