I think the crying is for Haru. Haru's apartment was sunny, warm, and peaceful that represents who Haru is towards Akihiko. Just like how the other underground apartment had no sunlight, cool, and suffocating represented Ugetsu and Akihiko's relationship.
I think in this chapter Akihiko is letting go of Ugetsu and realizing his feelings for Haru. Akihiko wanted Haru to save him, but he fucked it up and thus wanted to apologize for his behavior and tell him that he loves Haru.
I think is both. At the end that chapter if i'm not wrong that was scene after he broke up with ugetsu right? He just realized his feels towards ugetsu and pain of breakup so...
I'm mean hif feeling towards haruki and bear a pain after breakup with ugetsu.
Honestly a part of me want to hope that he was crying for both of them… not just haruki
