The Emperor. She genuinely came to love him as much as he loves her. I mean, who wouldn't. The emperor did EVERYTHING to relay his feelings for her. After he became single again (1 wife died during childbirth and the other 2 divorced him), he poured all his time, effort and attention to wooing her. He even put a hold in handling state affairs just to pursue her. All of his subordinates were supportive of this hahaha (even the ex-wives were cheering them on)
