If I remember correctly, you're right! Tia assumed they loved each other because they were close, and the way Cedric acted towards her. However, Lyrisa loved Tia's brother in the first timeline that's why she agreed to marry him. Cedric loved Tia in the first timeline, but that could be a rumor that I read!
According to spoilers I read awhile back he did think of her as a sister and Tia misinterpreted.
If I remember correctly Cedric liked Tia in the past life too, even though they were on opposite sides.
