You're forgetting that General Ji both ordered a brutal massacre of the Crown Prince's people and had the survivors enslaved. Yes, the Emperor gave orders but General Ji was primarily motivated by what is an extreme version of isolating the object of your obsession so that they have nothing and no one but you.
