I think they're both hurting and that is their way to cope. And maybe the brother loves her so he doesn't want to see her in pain.

seems to me the brother is just taking advantage of the woman's emotional vulnerability as she is still coping from the loss of her late husband.
i think what she needs is therapy and a few spa sessions and a way to get over the death instead of making such an impulsive decision without thinking rationally.
