unfortunately this is horikoshi's p specific depiction of our society. heroes are supposed to save everyone, and civilians have grown lenient on that. what people fail to realize is basically what ochako's alw thinking about- if the hero saves people, then who saves the hero?

In a society with superpowers were there so much crime atleast personal safety should be practiced by every when they are gifted with quirks.
I really felt bad for the hero's as right after the biggest fight between the heroes vs villan the civilian were up in their faces telling how they let their "specific loved ones die" after what we saw I can say the hero's went above and beyond to protect the people.
