Some asian cultures think that. I know the chinese and korean do but dont know what others.
Anyway, european, american and latino cultures usualy fond freckles cute or are indiferent to it (doesn't make you prettier nor ugly. It's just there)

Having freckles doesn't mean you ugly Chinese people just likes white skin (but not fully white) they're very strict with there own looks (I'm saying this cause I'm Chinese and I have like few dots on my face and my parents keep saying I should save up money and get plastic surgery so I can get rid of them)
