This is my theory aswell. They are much closer in age and, let's face it, Cirrus is pretty hot despite his bad personality. I think she tried to seduce him and he rejected her but her ego is bruised and she won't take no for an answer. She dresses so conservatively around Cirrus' father but runs around the house bearly dressed when it's just her and Cirrus. She seems to get a thrill out of playing the role of his "mother" too. I get a really strange creepy vibe from her.
