It doesn't actually say he put it in the chocolates. In ch. 76 he asks about the herb "does it have any effect on me" so I thought he would take it, but the way he fed her chocolates in these latest chapters made me think he gave it to her instead.

Well, I was completely sure of it until now, because he started to feed her the chocolates after he asked for the herb, and have done so continuously. But I hope I'm wrong. He does like cooking so...

There’s no birth control thingy involved here.
The herbs are for Del’s consumption to cleanse the drugs inside his system and improve fertility for himself.
He refused to sex with Ley is because he still very afraid that by the slim chance Ley may somehow get poisoned by the drugs leftover in Del’s body fluid.
Even though he was assured by Bella that Ley will not be affected by the drugs, Del is still very scared, he still have the trauma from past life where he lost Byul(Ley).
So this time he try to very carefully with everything.

One if them is taking birth control, Del said he is afraid she'll get pregnant. That's what Bella meant when she said "it takes a week to take effect".

So, I’ve checked back to the chapters. Del is going to take the herbs himself as a contraceptive option. Because at the moment, he want sex with Ley, but don’t want her to get pregnant yet, because pregnancy and giving birth could be dangerous, especially right now is not a good time because of the upcoming cyclones and the Wind God trying to cause trouble.
Del also think that Ley is too skinny and weak to be pregnant at the moment, so he plan on fattening up Ley first to make sure she have the energy to carrying children.
Especially at the time of their current era, it seems giving birth is very hard and dangerous.
Ley’s mother have very hard time giving birth to her, and that other lady also almost died giving birth to Ginny the Small Sweet Potato baby.

So, what Del is trying to do is that at least himself is using contraception for prevention, but if even with that, Ley still got pregnant, He will accept it as it is.
But Del prefer that Ley get pregnant after all these ordeal regarding WindGod are finished.
