Yes Changgyeong doesn't understand human society. But since you didn't take into account the extenuating circumstances when it came to Mokhwa (Mokhwa wasn't hurt any less by his actions after all) I'm gonna have to assume that Chsnggyeong's circumstances are also irrelevant to you.
