That's what I'm thinking. Since every wish comes at a price I'm guessing then Tsukasa's wish for Amane's healthy body also resulted in Amane's bad childhood and his capturement. Is Tsukasa suddenly went missing it would be kinda weird or boring which probably meant there would have to be placeholder. Kou's desires within the house are not proper examples of how wishes work. It's how the house works and how it's trying to lure more people in like Tsukasa.
