It’s hard to explain. IMO, It’s not the author who expect the readers to be virgin. It’s the reader, who is a virgin, want author to write a story about their first night with a hot guy.
That’s how they sell it in their country. The virgin reader pays for this type of cliche, that why they write it. I mean, they have researches about what they can sell to their customer in japan. They know who willing to pay for this.

On that subject, virginity is a pretty interesting concept in Japan, as virginity and chastity wasn't as valued as in other asian countries. If I remember my classes correctly, the concept and glorification of virginity and shyness as represented in mangas right now came more from European and American influences than actually Japanese influence per se. They were a loooot more frisky before the Meiji period.
So, just to say: that kind of fetishisation comes right from the European world and as you were saying, it's a question to match the interest of the readers. But man, would I pay to read a good smutty manga without any kind of bullshit like that and to see shojo manga diversify themselves...
