Is the dad a bad guy?

So I've read this many times but I still didn't quite grasp, is the dad a bad guy? I know he seems kinda shady and has some documents but did he do something bad? Or is Candy's organisation the bad guy and the dad is innocent? Or is everyone bad?

The dad isn't a bad guy , he just has a certain blueprint that's precious to the corrupt organization Candy's been working for.
