I think the prince liked her because he looked a lot like his mother and is also longing for his mother's love and is getting directed to Shuri/Shuli/Shulee cuz you know ig? I dunno (￣∇￣") also their ages are nearly the same but i'm not sure about their exact ages and honestly I dunno anynore lol ╮(￣▽￣)╭
The prince already liked her *late* on the first timeline since Shuli is a spitting image of his mother. I guess he was just blinded by his longing for a mother's love as a romantic love. Nora on the otherhand, he already fell in love with Shuli in the first timeline that's why he will reveal the truth of Shuli's death was because of the church.
