I don’t think they are actually cousins I thinks it’s bc they’re close and the Chinese honorifics were translated to cousin
I think it was just a mistranslation, remember the first translator use to translate it to "brother""? and also secretary lin mentioned that he has no family other than his auntie, he called brother xu "best friend" too on a panel from the flashback.
