No, he will not become the new Chairman. In terms of what his job title according to the human world, he is the leader of his Guild and that doesn't change. I say human world because according to the monsters and such he is the Shadow Monarch.
As for his dad. His dad did what he had to do to protect his family. Incredibly strong and working with the Rulers to protect everyone. He is not the villain.
