The last interaction I saw between Shigaraki and Chisaki was Shigaraki decaying Chisaki's arms between the hands and the elbow and then tossing his hands into the street. When did they implant Chisaki's arms into Shigaraki?

they took Chisaki arms when Dabi and the gank caught him while the police try to move him to special prison, after Deku saving Eri arc

I AM talking about Overhaul.
In chapter 160 it shows Shigaraki tossing his hands into the street and then he steals the bullets but in the last page the LOV are all walking away but no one is carrying a pair of dismembered hands (Well Shigaraki IS carrying the usual hands of his family but . . . you know . . . those belong to the family and we're talking about Chisaki's hands here).
As far as the "construct and reconstruct (immortal body) quirk" thing, this was something the upper level Nomus (designed by the doctor) were already using even before Chisaki entered the picture. So I would assume that ability was passed on to Tomura from the doctor as well but just in a more enhanced form.
